Restricted shares can not be sold on the open market, neither can unregistered shares. However the TA can fraudulently unrestrict shares..which the sec has been cracking down. Regardless, The TA gives real time figures of SS, if they are not gagged. If gagged they may suggest looking at the latest filing. It's always wise to ask them to email the numbers and include a date for those numbers, which Pacific stock transfer is happy to do for SHMN
