The word "can" is permissive. The question is not can someone short RJDG stock, rather the question is; do they do so? Neither foreign brokers or foreign accounts have have any more advantage to short stock than domestic brokers/accounts.In fact, the costs to short are even higher.
As explained in my previous post, MMs short stocks in the process of making a market. It is a short in name only, as the so-called short is covered/cured in minutes if not milli-seconds. There is no other way to make a market unless the buyer and seller have matching orders at the same time and with the same broker/MM.
