You are probably correct about NEC utilizing Q's IP in their chipsets for 3G infrastructure and handsets ..It appears that Siemens..in order to market its very first 3G handset..had to utilize Motorola as a component supplier....I would be surprised if NEC did not utilize their own chips in their 3G handsets..
