I find it somewhat troubling that this was never addressed when Dem's held control of the Presidency, the House and a Super Majority in the Senate..... Did President Obama have time in office with a Democratically-controlled Congress?
Yes. From the day he took office until January of 2011, both the House and Senate were in Democratic control, and for a time there, the Senate was in supermajority Democratic control, with 60 Senators caucusing with the Democrats.
