Water is the most powerful solvent known

What is "wrong" with those statements?

While a water molecule is non-ionic (it has no overall charge) it does have an asymmetry which gives it positive and negative poles like an ionic molecule. This characteristic, (a molecule with three electric states: positive, negative, and no charge at all) makes water the most solvent substance known. It also makes it the ideal source of fuel for and end product of a fuel cell cycle. The only thing "wasted" in such a cycle is electricity.
