That is what happens when an important event (catalyst) is due (licenses) but you don't know when it will come.
Happens all the time in the biotech sector. But there at least you have a PDUFA date when the FDA makes their UP or DOWN decision. With marijuana licenses it could happen today or two weeks from now, or maybe even never (god forbid).
