Steele cut off his relationship with the FBI, after the NYT article on Oct. 31st, 2016, that said the FBI found no connections to Russia. He began to think they were being manipulated politically.
There was also the Giuliani connection to the FBI in New Jersey, if I remember from Oct. 25, when he went on Fox and said they had a few surprises left and then 3 days later, on Oct 28, 2016, Comey re-opens the Clinton e-mail investigation because of Weiner's computer, totally throwing a wrench in the momentum of the election.
