Yes, there was speculation about a lot of stuff. But I don't recall anything official indicating the Germany hold was voluntary. So, on one hand we can speculate that it was voluntary. On the other, we may conclude that it was probably imposed by a regulatory entity similar to the situation in the U.S.

How else do you explain NWBO voluntarily halting in Germany, but not voluntarily halting in the U.S.?

Unless there is supporting evidence, the above statement seems rather misleading doesn't it?
