How else do you explain NWBO voluntarily halting in Germany, but not voluntarily halting in the U.S.?

Maybe I missed something, but I don't recall seeing anything indicating the Germany halt was voluntary. Please provide your source. Don't we have evidence that it was the FDA who imposed the halt in the US?
