The strategy document nods at reality by warning about Russia “using information tools in an attempt to undermine the legitimacy of democracies.” It says the United States will impose “swift and costly consequences on foreign governments, criminals and other actors who undertake significant malicious cyber activities.” But Mr. Trump said nothing about punishment in his remarks

The writer seems to contradict himself in the last two sentences, unless he wants particulars as to how Trump plans to punish these offenders. But what stymies me most is why the same expectations were never demanded of his predecessor? Do you remember the Chinese hacking of our intelligence and military systems, as well as corporate public accounts? The response........

"Still, the US state department warned — as it had for years — that publicly confronting China over its online economic warfare would damage relations with Beijing, so American government statements about the hacking did not disclose the scope of China’s efforts. "

nor did he fault Russia’s annexation of Crimea and destabilization of Ukraine

Where the exercise runs aground is in the disconnect between the strategy, as it appears on paper, and which in some respects reflects mainstream thinking, and Mr. Trump’s tweets, statements and actions that present the unpredictable public face of his policies — including his comments at the Ronald Reagan Building in Washington introducing the document.

No mystery there. He probably didn't read it.
