seems to me the companies claiming massive naked shorting are either penny scams or companies losing millions by bad management

I'm not even talking about massive naked shorting, but shorting in general.
But yes when those calls come in to an MM for shares he will naked short as well to fill that order so he can keep that customer happy because he knows if he can't fill that order in a timely manner that customer will go elsewhere next time to get his orders filled.

The brokers or MM always cover the Naked Shorts first. It's like being caught with your pants down if you don't.
That's why it so hard to prove, not because it doesn't happen.
And they don't feel it's any different to naked short a few more shares when needed because after all, the shorted shares that were supposedly borrowed aren't real either.
