What other price would they be shorting a stock at other than the ASK?
But it doesn't contribute to a rising market it holds it back and thus manipulates it.

"Companies do not dilute because of MM shorts, ever."

They do unwillingly have to sell additional shares into the market in order to raise the needed capital in which to run their companies operations at times due to excessive shorting by MM's.
These short positions themselves dilutes the float of a given stock and thus artificially holding down the PPS. This keeps the company and the investor from getting the full fair market price for each share that that is sold during this period in which a short position exist, thus causing the company to have to sell additional shares into the market to raise needed revenues at the lower PPS.
