According to his tweet I would think most likely this month, but "coming weeks" could mean further but "weeks" means within a month to me, or you would say "within months". Also concerning share structure, if you've been following developments over the last 6 months or so you would realize according to filings from Emry Capitol and other talk of locked down shares, even returns to the treasury the share structure could possibly have less than 4 billion left in the float but that remains to be seen.
