Playing devils advocate, Curious if BAT dropped because their lawyers told them FDA won't be able to actually enforce this lower nicotine mandate.... maybe similar to trying to force McDonald's to lower the amount of sodium or calories in their burgers... they just have to list calorie count for each item and let customer decide if they want to purchase (at least here in Cali)
