A future partner could have forced the hands of Peregrine into this all to simply break the hold other parties could have had on the company by holding many smaller 1-3% of PPHM and was that not the to swap transfer agent to Broadridge just months after the sabotage in 2012...
KL Gates advised the plan possibly.... track and investigate the Fargo disaster ....change transfer agents .... save the phase II advance to Sunrise and blindside many by really going for the homerun of biomarkers that would truly be the leverage for partnership....
Though, does Peregrine risk future lawsuits or do they have solid reasons for not finding other ways to structure a partnership without the RS...

How many have requested a complete list of shareholders from Broadridge ? I am sure Peregrine has had to been requested that info from a future partner and maybe they did not like the many accounts with just under 5%
