1) Why haven't the fat cats been forced to cover

- Fat Cats NEVER plan to cover. IMO they are the most tenacious, steel-balled money guys there are. They will let it go, and go, always hoping for a way out. And until they get the "out" - they will keep shorting it. They laugh in the face of all that is ethical and just. They are the bullies from grade school who grew up and got finance degrees.

2) when will the fat cats be forced to cover

- When threatened with JAIL and the loss of their brokerage licenses

3) will there be share dilution by PAVC to raise capital for operating expenses?

- probably.
