The smart thing would be to make the plant form legal federally on recreational. Let the states enforce laws like they want on plant based recreational. ALL extracts with THC should be reserved for medical use only. Edibles should not be sold in stores. If you want to make it yourself out of the plant in the privacy of your own home, fine. But ALL extracts with THC no matter the form should be illegal to sell or have in possession without prescription.
Everything should be tested for pesticides and mold etc.
Hemp should be completely legal as well as the extracts from that.
Everything should be taxed and regulated.
That's where I believe they're going and I imagine federal news this year on some decisions on this.
