I filed for Medicare in October 2016,....Been ignoring the Invoices. Today, I just mailed my check to the Gubmint for $487.50, for the privilege of being on Medicare.... Hopefully, this fee isn't a yearly fee..

Erm....isn't the answer in your post? If you were sent invoices and didn't pay them, ya know? Part B costs from $109 to $134, or higher depending on income levels, so it sounds like you paid 4 months of premiums. BTW, if you are on Medicare now, even if you don't have Part D, you may not be able to use the V coupon - better check on that one.
