Yes it can move some on low volume, the statement was it was low volume due to Large shareholders not selling, not whether or not the price can go up or down. It has went up some and came down but no one that holds a lot of shares can sell them currently without killing the share price or waiting forever for someone to buy at the ask, just not enough volume to sell a large position.

I am not sure where you got the float number but the otcmarkets data just recently updated all but the float which still shows 2015 data, but it does show how much is held at the DTC and it is well over 400 million :)those held at DTC are in the tradeable float
You should be glad to see things starting to change

Why would GDSI even want to buy Rontan at this point in time, given the horrific financial situation in which Rontan is currently mired ?

Moreover, even if Rontan were somehow worth buying, what company on the planet Earth would lend one dollar to GDSI to purchase Rontan - especially in view of the massive securities fraud cases that remain pending against GDSI and its scum-slime-and-filth-infested-management-team ?
