They believe what they are saying about DCVax.

I assume virtually all institutions and researchers believe in the drugs they are investigating. Most will fail, but that is the nature of the game.

On a side note, DCVax-L is a UCLA drug that NWBO has SOME rights to. Particularly they have the glio dataset. NWBO does not own the "platform".
