Yes they seem entirely random.

DDCC continues to pay for pumps, with the latest 21-Oct. They went delinquent in Mar just like HJOE. Despite the continued pumping, announcing vague material results in PRs, and violating regulations requiring an 8K, both the SEC&FINRA are randomly ignoring the Microcrap scam. Not even spoon feeding them helps.

DDCC isn't paying for pumps just to save face. Someone inside is profiting. Meanwhile DDCC might randomly get another year or few to keep scamming the market, before the SEC randomly gets around to delisting them.
