Both acts are incorrect.

During that period, Mr. Manafort never registered as a foreign agent with the United States Justice Department — as required of those seeking to influence American policy on behalf of foreign clients — although one of his subcontractors did.

At the very least he should have registered with the DOJ as an agent of a foreign power.

I'm sure he skirted the issue by using offshore companies and subcontractors to get around the letter of the law.

This is not new news BTW. The NYT has reported on it before.

Now the Ukrainian government is confirming the issue. If Trump or Manafort have an issue they need to take it up with who Manafort worked for.
