I'm sure he skirted the issue by using offshore companies and subcontractors to get around the letter of the law. This is not new news BTW. The NYT has reported on it before. Now the Ukrainian government is confirming the issue. If Trump or Manafort have an issue they need to take it up with who Manafort worked for.
