Looks to be ordered by date of article. Being at the bottom just means that GlobeTel's article was the first to be published in the month of June (of the VOIP-related articles that were included).

Doc - it's dated latest date first back to earliest date, and GTE's VozBrasil news was the earliest date - June 1st, and thus at the bottom.
