There are numerous reasons. A partial list:

- Lack of a comprehensive Business Plan
- Lack of Professional Expertise - Management, Directors and (non existent)Staff
- Lack of Business and Mining / Operations Infrastructure
- Lack of Operational Funding
- Lack of Significant Funding
- Lack of full and complete Geological Data
- Lack of Will and Desire by Principals
- Unworkable Public Company Structure
- Company's Inability to settle outstanding Administration matters examples: US Gov t lawsuit against Company President or Cease trade in Canadian jurisdiction
- No Financial Statements provided in over a Year
- Lack of communication with the Shareholder base

There is no reason why he couldnt that anyone can see.
If there is a reason it is not public.
The SOE report could contain such info but it never materialized.

The only obvious reason that they didnt is because scott never planned on mining.
Scotts plans consisted of making a believable story and using that story to fleece his shareholders so he could live the life he wanted without working for it.

I'm inclined to believe the 43-101 that is owned by SRSR and looked at by Scott Keevil is in question and found marginal,
