OTCBB and OTCLink co-existed for years. Just as a NYSE stock can trade on platforms other than the NYSE, same with an OTC stock. OTCBB stocks can certainly trade on OTC Link.

We know FINRA does not like OTCMarkets (to put it mildly). I haven't run into this myself, but it is very possible that the OTCMarket's change to QB and loss of the exclusivity (and new fees) of the QB platform to only current SEC registrants has caused a backlash. When MM's are filing a 15c2-11 to designate SEC filers as OTCBB to disassociate them from the mostly non-reporting trash on the OTC. If that is so, it is a very good idea.
