They used lime instead of phosphates for the saltier river water. The problem now is that the pipes old leaded welds are oxidizing putting lead into the water. It's not like this is now a quick fix.
sideeki -- does that (entirely) work in a system like Flint's that's just been scoured, for over a year, by the more acidic untreated river water, leaving (more) lead freshly exposed to whatever water flows through? -- does restoring a proper pH stop (freshly) exposed lead from leaching into the water?
