To be honest I do not have any idea why the two filings were made, but I do not think these were due to granted NCE, since if Watson re-file it due to NCE, Amarin has to know it also -> immediately issue a PR / 8-K.
To answer your question:
- October (about September): I do not think
- November (about October): Depends on the upcoming events, too far away to say anything
