What are you talking about??? Cities, States and Countries all over the world offer BIG (HUGE) tax incentives and subsidies to bring in industry and jobs to their areas. Automobile mfg plants all over the US, Tesla in Nevada ($1.3 Billion worth!), Intel in Rio Rancho, Film Industry everywhere, Mississippi and Alabama to get any industry, New York with 10 yr tax free offers, and on and on. How else do you think a city/state can entice a company to relocate? Should they offer the upfront imposition of huge costs and taxation demands on the prospective company and other possible penalties to really entice the company to come to their community? Clearly, you are not in marketing!
Please explicitly expose what the SCAM is that you are "guessing" exists. What is the name of the VC company to which you refer and what are their terms for Windstream funding? Guesswork is devoid of fact.
The Indiana plant has ~45 employees (and growing) and orders from around the world which are increasing. Revenues are beginning to be seen and they are starting to work their way out of startup troubles. Why do you expect to see such a plant close down? Surely that is what any sane person would do, yes? That is, once I get close to profitability, I close down and move to Timbuktu? Wow, that non-fact makes no sense whatsoever BUT you do have an opinion and one can clearly see that the two do not connect at all.
Remember that hot air is polluting the planet.
