Sorry, but I do recall 45,000 feet being discussed, and my recollection is that it came from a response to an email question to Tim Huff and his clarification/reply to that question.
It's clear from what Rocky posted regarding this matter that Sanswire II is meant to be ultimately tested at 30,000 to 40,000 feet because that's where the winds are more severe, and 45,000 feet is within that range.
