Scam, looks like they want you send them the $7k recertification amount upfront.

BTW, there is no telegraphic money transfers.

Having said that, if there is no upfront money, what do you have to lose. But I would ask them how they got your name and info. Could be a identity theft group

It is a scam and report it immediately, imo. Figure out where they are domiciled, whether in the UK or US and be done with it, imo.. Go Sisters.
