Yes, no time to look up the code, but I swear it says the change is supposed to be filed in 5 days. But in FMR's case it might be kosher. Hadn't they already filed as 5%? Don't know if they have to file when going from 5%-10% because it doesn't change SEC status.

BlackRock clearly violated the 5 day requirement with their filing.
