You're right . But that's not the point. The RCMP will report back to Canada Health Minister Ambrose , who is ultimately responsible for issuing the licenses. Now what is happening on the lower levels of government is meaningless.
Keep in mind this is an election year and the last thing any political appointee like Minister Ambrose and the Conservative party she represents wants is criticism aimed at the Health Can file. And that is what is beginning to happen.
Canada does not need fitx and politically the solution is obvious. Just reject the application and move on.
