The interesting points to consider are:

1- the OSC has absolutely no jurisdiction over CEN
2- the investigation would have to involved the SEC since neither the Canadian criminal code or the Ontario Securities Act would have been violated
3- the OSC cannot, by their own Act investigate CEN because they did not sign on to the regulation, referenced in the Globe and Mail article, that would have given them authority.
4- since there is no federal Canadian body with national control over securities trading in Canada, and the OSC has no authority, then the RCMP is going to be at the mercy of the SEC to provide potential breaches of their act.
5- IMO this is about grandstanding. The RCMP will check to see if any Canadian laws have been broken (none since the trading of these shares occurs in the USA at the OTC quotation system, not on any Canadian exchange) but will find ultimately they have no authority.
