First I think the basic dishonesty in the administration lies in the fact that taking out Saddam was the plan all along. I can not prove that to you all I can tell you is that I voted against George Bush because I believed that is what he intended to do.
Second the president, if I remember corectly gave a warning to Saddam about not using his WMD which the President said he knew Saddam had. (I'll go look this up later, maybe hap remembers)
This is what the Pentigon says today,
In its report last September, the Defense Intelligence Agency said it could find no reliable information to indicate that Iraq had any chemical weapons available for use on the battlefield. But the agency also said Iraq probably had stockpiles of banned chemical warfare agents.
