Saddam was known to have WMD's in the recent past - that is an undisputed fact. He also used them both on the battlefield and against his own people in the past - again an undisputed fact. Virtually no one on earth thought that Saddam did not have WMD's (including the UN) so the warning was totally logical and may have prevented him from using the weapons.
The Pentagon report also said that the report should not be seen as implying they had any doubts about Saddam having the WMD's.
He had them, he had used them in the past on the battlefield, so it is logical to infer that he might do so again.
