Not remembering much from the single stat course I took, I had to look it up. {g/ng}

Assuming a "normal distribution," 68% of the data in a given set should fall within one standard deviation from the mean.

In other words, I think, this means that the 10-Year PE as of April was not all that weird -- or something like that.
