There are gangs that travel around. Should, for some reason, a gang show up on their board, they are simply saying they'll turn you in.
By your own definition above when you use the word they; we can assume they are a gang too.
As for it being their board....
Are you leasing server space to them so it will be their board? Perhaps you could define what my membership bought? Are we to assume that since everyone has a board with a moderator no one is allowed to post there; because it is his/her board?
