My intuition, is, Bush will take unilateral action because he is Bush.
When will he do this, at the point he is inwardly getting very angry that others are not backing him(it is called a tantrum).
Condy won't even be able to stop him.
addendum: He would then have to be declared incompetent and relieved of BEING the CIC, or the action will proceed.
Therefore, the action will happen because no one has the courage to stop this guy

Remember when Bush went to Moscow and Putin laid it on thick, including a nice big soft red carpet that Bush could stridefully, pridefully, puffily move along, and i thought, Putin is smiling and giving "Your Da Man!" treatment to Bush while thinking, "i despise this little p-ssant"(in russian of course:)
And i attach to the above words, that i feel Putin would like nothing better than to see Bush impale america by unilaterally attacking Iran.
But one thing would really send Bush through the ceiling "of they are all against me" would be his good dog Tony bow-wows 'i am sorry Georgie but my Parliament won't let me tag along on this'.
George replies "WIMP! i don't let my congress get in my way!!", and savagely kicks his dog Tony.

Which all leads into something totally otraque

Two clouds above dog, as he looks at cat.
