Restated:
If stopped out of long position, remain in cash until system short signal to re-enter the market.
If stopped out of short position, remain in cash until system long signal to re-enter the market.
I have played with some rebuys after stopping out of VTO plays, but to date have not found a consistently profitable signal. Haven't given up on it yet, but I think a better option would be to figure out how to stay out of the losing VTO signals to begin with. Or to average in during cautious times.
