If I smoke, have a poor diet, do little/no exercise, it's reasonable to expect I will have health problems. Who should pay for that lifestyle?

Interesting issue you brought up. I read that here in the bay area that hospitals are having to turn people away from the emergency rooms in part because of the overcrowding caused by alcoholics and drug addicts. It bothers me to think that someone having just been in an auto accident might be re-routed to a hospital further away because of people who are there because of life style choices. One suggested solution was to provide clinics for the alcoholics to free or ER resources for other emergencies.
