Wilma, this was the response I received from Etrade regarding selling before the shares are actually delivered:
Please be advised that until the shares of NEOM are delivered to your account you will have to contact one of our customer service representatives to place a sell order for this position. Because we would be placing an order for shares that are not currently in your account this trade would be treated as a naked short sale. There are risks involved with placing this order and will require manager approval. Because of the risks that are associated with this trade, we may not be able to accommodate your request to sell until the shares have arrived into your account. If you have any additional questions, please do not hesitate to contact us.
