Wilma, this was the response I received from Etrade regarding selling before the shares are actually delivered:

Because we would be placing an order for shares that are not currently in your account this trade would be treated as a naked short sale. There are risks involved with placing this order and will require manager approval. Because of the risks that are associated with this trade, we may not be able to accommodate your request to sell until the shares have arrived into your account.
