Can you link please, I haven't seen any articles stating what processing they plan to do. They only thing I've read is that they won't be adding value.

So if the farmer has more than 5 people picking vegetables and placing them in a bags it's consider processing and needs to be industrial?

That's a no and thst question has already been asked. If they are pickled then their is added value which in turn does classify added value. You see people call people to ask clarifying questions. ;)
