IMO, It means this...
As you move up the FDA chain, you are dealing more with the people that are the public 'face' of the FDA. The one's that set policy, the one's that testify before Congress, etc.

I can not speak to the CP deadline. My guess is the 'issue' must be ruled on, before any response to the CP.
