Gotta read that "Our TD-SCDMA chip and sofware products" sentence in context with the whole article. Turns out that the article is talking about "products for use on chips manufactured by others". It's very good news for sure, but not a new chip product announcement like it may have appeared at first.
A better wording might have been "our comprehensive reference platform design, integration services, and software development kit are available for use by chip manufacturers planning to offer TD-SCDMA functionality on their future ASIC products".
Data_Rox was just pointing out that IDCC is not offering a chip in that article, they are selling designs, software, and engineering services. We will get an announcement before they start selling InterDigital branded chips IMO.
