Nope, but they do regulate anything that tobacco can be pit in. Like cigarette papers, glass pipes etc cannot be sold to minors legally. Be realistic

People amaze me! If it came pre-loaded with a cartridge or something that is a part of it, or it had nicotine already in it then yes. It's an empty container until you put something in it.
