IANAL, but I think it's when someone asks permission for an atty to appear before the judge when that atty is NOT licensed to practice in the state in which the court is located.

I think long_in_cny might be right. I see this as new lawyers are added to the dockets. It is not bad news and was misinterpreted on Yahooz.
