I think that they were outlining the new structure, the definite date may have been for companies that are not trading on the OTCQB tier now, and, go on it after May 1. When they said current they may be meaning the new companies that come on board, and, during the phase in period, companies currently trading on the OTCQB tier. The way it was termed made it sound like they meant companies currently on the tier, I think that it needs to be considered in the context of the adjoining paragraph.

If I'm completely wrong, I'll be the first to admit it. Just the way I interpreted it all.
