The Florida filings are signed AND dated AND say nothing about a freeze nor no RS. Without a signature and a date a "document" is just a bunch of paper and the state of Florida would have sent it back to Dwyer for a signature and a date.

The worm got hold of the one published on OTC and ate the date and signature off of the paper or Dwyer signed and dated it with disappearing ink. ROTFL
